Offer Full U. S. Citizenship to the Voters of S. Dakota
A common notion of American Citizens is that they take about thirty minutes every couple of years to vote -- their decisions being based on exceedingly shallow analysis.  In the classic view, the person described above has relinquished their citizenship.  They are no longer participating in the government of their nation.  But in their defense, this level of involvement is about all the major political parties will allow, and all they believe we are capable of.  I have a much higher opinion of our potential.   
Action Plan:   Within 90 days of being sworn in, my staff will set up a secure computer system and register all interested South Dakota voters, so they can begin casting ballots on national policy issues (domestic and foreign).  The majority decisions of these referenda will dictate my voting on bills brought to the floor of the House.  [ Relax.  If the internet isn't your thing, we'll accept paper ballots. ]  
Don't give your proxy to a major party candidate and then hope for the best.  I vow to follow your lead and advocate the majority opinion of my fellow South Dakotans, whatever that may be.  I will offer my insights, but you will be expected to remain engaged by providing guidance on general policies and specific legislation.

This will be a trial to see whether South Dakota voters are ready to assume enhanced responsibility for their governance.  I believe we are, and I would love to see South Dakota set a new standard of Citizenship in America.
                                    
Voting on Policy
