Promote Reform of the Legislative Process
I have spent many years studying and streamlining government processes.  It would be difficult to design a less efficient or less effective system than the one under which our two national legislative bodies operate. 

         Some would say that is not all bad.   As Will Rogers noted in the 1920's,
            
"Be thankful we're not gettin' all the government we're payin' for."
 
However, many of the practices that have evolved in Congress bring great discredit upon that institution and our nation.  These must to be addressed.  How can a body of elected representatives exempt itself from laws it imposes upon others?  How can it stealthily vote itself increased perks?  Where are the ethics in hiding pork-barrel riders deep within unrelated legislation?  Who is represented by blind votes on unread legislation?  And how can the guardians of our treasure create programs with unrealistic funding levels from undefined sources and no performance measures?
Action Plan:   If I'm sent back to Washington, I vow to shine a strong spotlight on any action born of assumed political privilege, any action that violates good program management, and any action that demonstrates disrespect for the rights and innate intelligence of the American Citizen.   Working with like-minded colleagues, I'll advocate sweeping reforms to the internal workings of the U. S. House of Representatives -- especially those that open the door to unethical behavior.
